The Unstable Intermediate Water Spirit is a level 46 Normal-rank creature in the open world of Altgard, on the Asmodian side. All 21 of its marked spots sit on Spirit Isle, so there is only one area to head for, and with every spawn gathered there you can clear several in a single sweep. It does not attack on sight, which lets you pick your targets and pull them at your own pace rather than fighting through unwanted aggro.
