The Violent Wind Spirit is a level 51 Normal-rank creature that roams the open world of Verteron on the Elyos side, and it attacks on sight. It appears at a single spot on Eternal Isle, so that is the only place to hunt it. Because it turns hostile as soon as you come near, arrive ready to fight.

It also has a 3.9% chance to drop a Spiritstone and a 0.65% chance for a Refining Stone.
