Dewy sits in two very different level bands, from 13 up to 50, so it fits as easily into an early run as a much later one. It's a small Dark-element creature in the support role, standing 0.7 m and weighing 6 kg, and it grows into Fragrancier once it hits level 27. There are 104 places to catch one on the World map, split between the Sea of Flowers and Rosetower Woods, with another seven waiting over on the Operation: Egg Heist map around the Dock Lighthouse Ruins. For a low-level catch, the Sea of Flowers is the place to head.

The one area worth committing to is the Sea of Flowers, where the bulk of the spots sit at low levels that leave plenty of room to grow Dewy toward Fragrancier at level 27. Warp to Bloom there and it's a short 175 m stroll into the field, against a slightly shorter 150 m from Whiterose Tower to the tougher stretch. I'd sweep the flowers first and leave Rosetower Woods for later. Most of the spots sit under the eye of an aromathyst stand, with chests near well over half and duskwhisper covering a fair share, so grab those between catches.
