Initial Flock Intake is the first stage of the Avian Alarm project in Arc Raiders, added with the Riven Tides update. Unlike previous projects, it does not start by asking you to hand over materials. Instead, you have to head out to the new map and lay a bird trap next to the buoys along the Seabed.

What Initial Flock Intake is
The Avian Alarm is a five-stage Speranza project tied to the Riven Tides map. Stages two through five follow the usual format of submitting resources for rewards, but stage one is the first project step in Arc Raiders that works like a quest objective. The in-game title for the task is "Lay a bird trap next to the buoys along the Seabed in Riven Tides."
You complete it once, anywhere along the marked interaction zone next to the buoy. There is no resource cost and no special item to bring with you, the trap is provided by the prompt itself.

Bird trap location on Riven Tides
The Seabed sits in the northwest corner of Riven Tides, next to the Port Authority Building. The exact spot for the trap is not directly at the building. Look northeast of Port Authority, in the open dried-up seabed between it and the Wavebreaker point of interest.
You are looking for a single, large beached buoy lying on the sand. It is rusted, bell-shaped, and stands out clearly against the flat landscape. Some players see it as orange, others as red, depending on the lighting, but there is only one, and it is hard to miss once you are on the seabed.
When you get close, a blue holographic outline appears on the ground around the buoy, showing valid placement spots. Any of those spots works.

Steps to complete stage one
Step 1: From Speranza, queue into Riven Tides and load into a match. The objective is tracked under the Avian Alarm project, so make sure the project is active in your menu before deploying.
Step 2: Travel to the Seabed in the northwest of the map. The fastest reference point is the Port Authority Building. From there, move northeast across the exposed seabed toward Wavebreaker until you spot the beached buoy.

Step 3: Approach the buoy until the blue hologram and the "Lay Bird Trap" prompt appear. Hold interact on any of the highlighted spots to place the trap.

Step 4: Return to Speranza. Open the Avian Alarm project page and confirm the stage as complete to claim the rewards. You do not have to extract from the raid for the placement to register.

The Dockmaster's Detector behaves like a metal detector tuned for Riven Tides, locating foreign objects buried in the sand around the map. Holding onto it is worth the inventory slot if you plan to keep running the new map.

How to know it worked
Two confirmations make it clear the stage is done. In-match, the "Place Bird Trap" quest line under the Avian Alarm objective ticks off as soon as you interact with the prompt. Back in Speranza, the Initial Flock Intake page in the Project menu shows a Complete button, and claiming it adds the Dockmaster's Detector to your stash and credits the 25 Raider Tokens.
If the stage does not register, the usual reason is that the Avian Alarm project was not selected as active before you deployed, or you interacted with a different object near the seabed. Re-select the project, drop back in, and place the trap again on the highlighted spots next to the beached buoy.
What stage two needs next
Once Initial Flock Intake is cleared, Preliminary Signal Birds opens up and switches back to material submissions. To plan your next runs, the stage two requirements are:

The Stacking Yard area is close to the bird trap location, so it is reasonable to chain the trap placement with early steps of the Shoring Up Defenses and Battening Down quests on the same drop into Riven Tides.
