Every arrow in Enshrouded 1.0 shows a Damage number on its card, and that number comes from the arrow’s item level, so two arrows at the same item level always show the same Damage. What separates them is the damage type, how many you get per craft, and what the arrow does on top of the hit, which is why the poisoned arrows end up the strongest pick at most Flame levels.
Quick answer: Craft Flint Arrows at Flame 1-2, Copper Arrows at Flame 3, Bronze Arrows at Flame 4, Poisoned Iron Arrows at Flame 5, Golden Steel Arrows (or Poisoned Steel Arrows) at Flame 6-7, Poisoned Golden Steel Arrows at Flame 8 and Poisoned Celestium Arrows at Flame 9 and above.
How arrow damage works in Enshrouded 1.0
Our own Wooden Arrow card shows Level 3, Common and Damage 7, all of it Piercing. That 7 is the same for any arrow at item level 3, and the number climbs with item level: 14 at level 12, 17 at level 17, 25 at level 27, 33 at level 38, 38 at level 44 and 42 at level 50. All four item level 15 arrows (Bone, Explosive I, Poisoned Copper and Shroud I) show 16.

So within one item level the choice comes down to three things: the damage type (Piercing, Cutting and Piercing, Blunt, Fire, Poison, Shroud, Ice or Lightning), the batch size (50 per craft for plain arrows, 25 for special arrows, 1 for an Eternal arrow) and the extra written on the item, such as poison damage over time. Two arrows break the rule: the Stun Arrow shows only 4 Damage at item level 20, and the Flare Arrow does no damage at all.
Arrow recipes are not locked behind a Flame level. Each one appears at its station once you have found its key material, so a Copper Arrow shows up at the Hunter as soon as you carry Copper Bars. To place each arrow at a Flame level, we matched its item level to the armor you can craft at that Flame: item level 4-5 at Flame 1-2, 10 at Flame 3, 15 at Flame 4, 20 at Flame 5, 30 at Flame 6-7, 40 at Flame 8 and 45 at Flame 9 and above.
Best arrows at each Flame level
“Highest card damage” leaves out Eternal arrows, which are in their own column because they cost Mana instead of ammo:
| Flame level | Armor item level | Highest card damage | Most damage with poison | Eternal arrow option |
|---|---|---|---|---|
| Flame 1-2 | 4-5 | Flint Arrow (8) | None | None |
| Flame 3 | 10 | Copper Arrow (14) | None | Eternal Frost Arrow I (12, 14 Mana) |
| Flame 4 | 15 | Bronze Arrow or Fossilized Bone Arrow (17) | Poisoned Copper Arrow (16 + 8 per second for 5 seconds) | Eternal Ember Arrow I (16, 19 Mana) |
| Flame 5 | 20 | Poisoned Iron Arrow, Explosive Arrow II or Giant Bone Arrow II (25) | Poisoned Iron Arrow (25 + 16 per second for 5 seconds) | Eternal Ember Arrow II or Eternal Frost Arrow II (26, 28 Mana) |
| Flame 6-7 | 30 | Golden Steel Arrow or Giant Bone Arrow IV (33) | Poisoned Steel Arrow (31 + 20 per second for 5 seconds) | Eternal Giant Bone Arrow I or Eternal Voltaic Arrow II (32, 35 Mana) |
| Flame 8 | 40 | Poisoned Golden Steel Arrow or Explosive Arrow III (38) | Poisoned Golden Steel Arrow (38 + 24 per second for 5 seconds) | None new |
| Flame 9 and above | 45 | Poisoned Celestium Arrow, Exploding Arrow IV or Shroud Arrow III (42) | Poisoned Celestium Arrow (42 + 30 per second for 5 seconds) | Eternal Ember, Frost, Voltaic or Giant Bone Arrow III/II (38, 38 Mana) |
Flame 1-2: Flint Arrow
The Flint Arrow is item level 5 and shows 8 Damage, one more than the Wooden Arrow’s 7. One craft at the Hunter turns 10 Twigs and 10 Flintstone into 50 arrows, while a hand craft turns 2 Twigs into 10 Wooden Arrows. Until the Hunter is in your base, Wooden Arrows are the only arrows you can make, and how to make arrows covers that recipe step by step.

Flame 3: Copper Arrow
The Copper Arrow (item level 12) shows 14 Damage, all Piercing, against 12 for the Scrap Arrow (6 Cutting and 6 Piercing). Both make 50 per craft, and the Copper Arrow only needs 10 Twigs and 2 Copper Bars. The Eternal Frost Arrow I also appears at this level with 12 Damage for 14 Mana per shot, which is less damage than a Copper Arrow but never runs out.

Flame 4: Bronze Arrow (or Poisoned Copper Arrow)
The Bronze Arrow and the Fossilized Bone Arrow are both item level 17 and both show 17 Damage, the most at this level. The Bronze Arrow is all Piercing; the Fossilized Bone Arrow splits it 8.5 Cutting and 8.5 Piercing. Both make 50 per craft.
The item level 15 special arrows show 16, one less, but each adds something. The Poisoned Copper Arrow adds 8 damage per second for 5 seconds, which is 40 on top of the hit if the poison runs its full time, and the Bone Arrow from the Collector hits more than one enemy, as its text says:
An arrow made from bone. The force of this arrow allows it to pierce hit targets to harm multiple foes.

Flame 5: Poisoned Iron Arrow
Three item level 27 arrows show 25 Damage: the Poisoned Iron Arrow, the Explosive Arrow II and the Giant Bone Arrow II. The Poisoned Iron Arrow wins because it adds 16 damage per second for 5 seconds, up to 80 more per hit. It is made from plain Iron Arrows (21 Damage): 25 Iron Arrows, 1 Poison Sack and 2 Sulfur make 25 Poisoned Iron Arrows, so keep a stack of Iron Arrows as your bulk ammo. The Epic Eternal Ember Arrow II and Eternal Frost Arrow II show 26 at 28 Mana a shot, one point above every craftable arrow at this level.

Flame 6-7: Golden Steel Arrow (or Poisoned Steel Arrow)
The Steel Arrow (item level 30) shows 27 Damage, and the Golden Steel Arrow (item level 38) raises that to 33, the most for a plain arrow at this level; it needs 2 Gold Dust on top of the Steel Arrow recipe. The Collector‘s Giant Bone Arrow IV also shows 33, as Blunt damage, but it needs Icy Giant Bones. The Poisoned Steel Arrow shows 31 and adds 20 damage per second for 5 seconds, up to 100 more, which makes it the stronger choice when the poison can run.

Flame 8: Poisoned Golden Steel Arrow
Two item level 44 arrows show 38 Damage: the Poisoned Golden Steel Arrow and the Explosive Arrow III. The Poisoned Golden Steel Arrow adds 24 damage per second for 5 seconds, up to 120 more. No new plain arrow arrives at Flame 8, so the Golden Steel Arrow (33) stays your bulk ammo and the base for this recipe: 25 Golden Steel Arrows, 1 Toxic Sack, 2 Daylily and 5 Venom Stinger make 25.

Flame 9 and above: Poisoned Celestium Arrow
The item level 50 arrows are the strongest arrows in the game, each with 42 Damage: the Poisoned Celestium Arrow, the Exploding Arrow IV and the Shroud Arrow III. The Poisoned Celestium Arrow adds 30 damage per second for 5 seconds, up to 150 more, and it is cheap to make: 25 Celestium Arrows and 1 Sulfur make 25. The Celestium Arrow, Moonstone Arrow and Blunt Arrow (item level 47) show 40 and make 50 per craft. No arrow sits above item level 50, so nothing later replaces these.
The Legendary Eternal arrows (Ember, Frost and Voltaic Arrow III, and Eternal Giant Bone Arrow II) show 38 Damage at 38 Mana per shot. That is 4 less than the item level 50 arrows on the base card. Eternal arrows gain ranks like gear, and when enhanced to level 50 the Eternal Frost Arrow III and Eternal Voltaic Arrow III reach 42 Damage for 38 Mana, level with the best craftable arrows, without ever using up ammo; the ranks are in our Eternal arrows guide.

Poisoned arrows and their extra damage
Each poisoned arrow is made from 25 of the plain arrow it is named after. The extra damage comes from the item text, which for the first one reads:
A poisoned Special Arrow, potent and dangerous. Poisoned Arrow: Enemies hit by this arrow are poisoned and additionally receive 8 damage per second for 5 seconds.
| Poisoned arrow | Item level | Flame level | Damage | Extra poison damage | Recipe |
|---|---|---|---|---|---|
| Poisoned Copper Arrow | 15 | Flame 4 | 16 | 8 per second for 5 seconds | 25 Copper Arrow, 1 Poison Sack (makes 25) |
| Poisoned Bronze Arrow | 20 | Flame 5 | 20 | 12 per second for 5 seconds | 25 Bronze Arrow, 1 Poison Sack, 2 Amber (makes 25) |
| Poisoned Iron Arrow | 27 | Flame 5 | 25 | 16 per second for 5 seconds | 25 Iron Arrow, 1 Poison Sack, 2 Sulfur (makes 25) |
| Poisoned Steel Arrow | 35 | Flame 6-7 | 31 | 20 per second for 5 seconds | 25 Steel Arrow, 1 Poison Sack, 2 Wolfsbane (makes 25) |
| Poisoned Golden Steel Arrow | 44 | Flame 8 | 38 | 24 per second for 5 seconds | 25 Golden Steel Arrow, 1 Toxic Sack, 2 Daylily, 5 Venom Stinger (makes 25) |
| Poisoned Celestium Arrow | 50 | Flame 9 and above | 42 | 30 per second for 5 seconds | 25 Celestium Arrow, 1 Sulfur (makes 25) |
At every tier the poisoned arrow shows the same card Damage as other arrows of its item level, and the poison is added on top, from 40 more (Copper) to 150 more (Celestium) if it runs the full 5 seconds.
Eternal arrows
Eternal arrows are crafted once and never run out. Each one’s text ends:

Their base Damage follows the same item level rule as ordinary arrows; enhancing raises an Eternal arrow’s level, and its Damage with it. Where each Eternal arrow’s materials come from is covered in how to get all 11 Eternal arrows.

Special arrows: Flare, Stun, Explosive, Shroud and Bone
The Flare Arrow (Hunter: 10 Flint Arrow, 1 Wood Acid and 2 Resin make 10) is for light, not damage:
Scouting ahead can be quite challenging, especially in the dark. This Special Arrow leaves a flare at the point of impact, spending a little light.
The Stun Arrow shows only 4 Damage at item level 20 because its job is to break an enemy’s guard:
This Special Arrow deals little damage but hits the target with massive force to increase the enemies’ Stun Bar until they eventually become overpowered.
Its text adds that the Stun Bar increase scales with Dexterity and that stun duration depends on the enemy’s size. Overpowered enemies are open for Merciless Attacks.

The Explosive Arrow I reads “A Special Arrow that delivers an explosive surprise.”, and the Shroud Arrow I reads:
If you can’t beat them, join them. This Special Arrow uses the power of the Shroud and disperses a cloud of it upon impact.
The bone arrows (Bone Arrow and Giant Bone Arrow I-IV) deal Blunt damage and come from the Collector, not the Hunter.
Where to craft arrows
Wooden Arrows are crafted by hand (2 Twigs make 10). The Hunter crafts every other arrow, including all Eternal arrows except the bone ones. The Collector, Alden Crowley, crafts the Bone Arrow, Giant Bone Arrow I-IV and the Eternal Giant Bone Arrow I and II.

Every arrow is fired from a bow: our bows list covers every bow, the best weapons by Flame level guide matches each Flame level’s best weapon, and the early Ranger build and Ranger skills guides cover the skills that boost bow damage.
