Small Jack Frost, Big Problems is a World Quest added in Genshin Impact 7.0, set in the Jack Frost Village deep in Snezhnaya. It starts with a few small favors for the local snow creatures, then turns into a short tower-defense fight against invading Volkodlaks before you patch up a crooked shop sign to finish.
Quick answer: Reach Jack Frost Village, free the two trapped Jack Frosts, then find the big Jack Frost (the Village Chief) by the house with the ice cream sign. Place Assault-Type Snowball Launchers to clear four waves of Volkodlaks, repair the sign with a launcher, and the quest completes with the Ya-ho! achievement and a Precious Chest.
Jack Frost Village location and how to unlock the quest
Jack Frost Village sits in the icy hills of Snezhnaya, southeast of Snezhnograd and north of Svetloledovka. The simplest way to reach it is to board the train and get off at Svetloledovka Station, then travel northeast across the frozen slopes until you find the settlement.
Before you can make the trek, you need to finish the World Quest Gunfire in the Silent Lands. Completing it grants the Snezhnayan Journal and guarantees you have the Eye of the Graeae, which is required to travel to the village. Once you arrive, the quest triggers on its own as you start helping the Jack Frosts.

When you enter the village, Paimon points out a Jack Frost stuck under some rubble. Helping the snow creatures here is what kicks off the quest, so handle both trapped Jack Frosts first.

Investigate the massive ya-ho and meet the Village Chief
After helping the two Jack Frosts, head back toward the steps leading to the village entrance to trace the source of the loud ya-ho. A few steps in, you meet the Jack Frost Village Chief, who is the large Jack Frost standing in front of the house topped with an ice cream sign.

The chief explains that Volkodlaks have been raiding the village and bullying the Jack Frosts. His plan is to fight back with giant snowball launchers, and he asks for your help building them. Follow him to the entrance to watch a short cutscene showing how the Volkodlaks usually attack.
Set up the snowball launchers and hold off the Volkodlaks
This part plays like a compact tower-defense mode. You only control the Traveler, and you are meant to jump into the fight yourself rather than wait for the launchers to do all the work. The Volkodlaks can smash your Prime Ice Constructs, so keep rebuilding launchers as they get destroyed.

Repair the ice cream sign to finish the quest
With the Volkodlaks gone, follow the chief back to the village center, where the Jack Frosts gather at the shop with the crooked sign. Enter the snowball launcher construct and aim so your snowball passes through the ring to knock the sign back into place.
A short cutscene plays once the sign is fixed, and that closes out the quest. You will know it worked when the completion rewards appear and the chief opens the Jack Frosts’ Goodies Shop.
