Third-person is not buried in a settings menu in Halo: Campaign Evolved. It runs as a gameplay modifier tied to the Perspective Skull, so you have to collect that Skull first before the over-the-shoulder camera becomes available. The good news is that the Skull sits early in the opening mission, which means you can unlock the view long before the harder stages.
Quick answer: Pick up the Perspective Skull on the Pillar of Autumn, then open the Skulls menu before starting a Mission or Rally Point and switch it on. The camera moves behind Master Chief the moment the mission loads, which confirms it is active.
Perspective Skull location on the Pillar of Autumn
Campaign Evolved holds 42 Skulls in total, with three placed in every Mission and Bonus Mission. Perspective is one of the very first you can physically pick up, and it lives on the bridge of the Pillar of Autumn.

If you have already cleared the opening mission, you do not need to replay all of it. Load Rally Point Bravo, which begins just after the Captain Keyes cutscene, and head straight to the cockpit to grab the Skull.

Picking up the Skull does not switch the camera on its own. You apply it from the Skulls menu before launching, and the setting holds for the entire mission.

How the third-person camera behaves in play
This is an all-or-nothing mode, not a free toggle. You cannot flip between first and third person mid-mission the way some other shooters allow. To go back to first-person, turn the Perspective Skull off before your next launch and restart the mission or reload a checkpoint.
There is one automatic exception. Aiming down sights with a scoped weapon snaps the view back to first-person while you are zoomed, which keeps shots with tools like the Magnum or the sniper rifle precise. The camera returns to the behind-the-back view as soon as you lower the scope.

Other pickups on the Pillar of Autumn
Perspective is not the only collectible on the opening level. Grabbing it alongside the Speed Limit and Magnified Skulls and activating the Terminal earns the Clean Sweep trophy. Clearing those out also grants three automatic Skulls, Adaptation, Reload, and Armistice, and opens the Campaign Remix option, which lets you replay a randomized version of each mission.
Pulling the camera back also puts your cosmetics on display. The Mark V armor and any pre-order or Premium Edition skins are finally visible while you fight rather than hidden behind the helmet, and Perspective is the single thing standing between you and that full third-person run across PS5, Xbox Series X and S, and PC.
