How to Build Norma in Zenless Zone Zero: W-Engines, Drive Discs, and Teams

Norma Hollowell is the S-Rank Fire Stun agent from Roscaelifer’s External Strategy Department, and she arrived in the second phase of Zenless Zone Zero’s Season 3. She stuns from off-field, buffs the whole squad, and converts her Quick Assist into a Chain Attack for your damage dealer. To make all of that land, she needs a very Crit Rate-heavy build, so here is exactly what to equip and who to run her with.

Quick answer: Equip Norma with the Chief Sidekick W-Engine and a 4-piece King of the Summit set paired with 2-piece Woodpecker Electro, then stack Crit Rate toward 100% so her Core Passive converts the excess into Crit DMG and Daze. Slot her behind an Attack or Rupture DPS with a support like Astra Yao.

How Norma works in combat

Norma’s whole build revolves around one resource called Preheated Chamber. It fills automatically while she is on the field, and it keeps filling even when she is benched because her hat, the Top Hat Companion, stays on the battlefield and attacks for her. When you swap Norma back in, she absorbs everything the hat stored, so she rarely needs much field time to reach maximum.

Holding the Basic Attack button throws out Basic Attack: Hat Trick. Normally that triggers a Quick Assist for the previous character, but once Preheated Chamber hits roughly 80%, the next Hat Trick spends the resource and turns that assist into a Chain Attack instead. That conversion is the reason she pairs so well with damage dealers who feed off Chain Attacks.

Her EX Special Attack deploys two En-Nah Turrets. Against an un-stunned target they fire Armor-Piercing Warheads that build heavy Daze, and against a stunned target they switch to High-Explosive Warheads for extra damage. Holding the Special Attack button spends Energy to extend the turrets and generate more Preheated Chamber. Her Additional Ability applies Tech Divide stacks that raise the Stun DMG Multiplier and add two seconds of Stun duration, which widens the damage window for your whole team.


Best W-Engines for Norma

Norma wants as much Crit Rate as she can get, because her Core Passive converts every point of Crit Rate above 50% into both Crit DMG and Daze. That is why her signature W-Engine sits so far ahead of everything else. Chief Sidekick brings a 24% Crit Rate bonus stat, ignores part of the target’s Fire resistance, feeds her passive Energy while off-field, and buffs the entire squad’s damage when she lands an EX Special Attack.

Note: If you use a W-Engine that doesn’t provide Crit Rate, plan to make up the difference on your Drive Discs. Any weapon that fails to push Norma toward that 100% Crit Rate target loses most of her Core Passive value.


Best Drive Discs and stat priority

King of the Summit is the standout 4-piece for almost any Stun agent right now, and Norma triggers its team-wide buff naturally. The 2-piece adds 6% Daze, and the 4-piece raises every squad member’s Crit DMG by 15% when a Stun character uses an EX Special Attack or Chain Attack, then adds another 15% once her Crit Rate reaches 50% or higher. Since Norma is built to blow past 50% Crit Rate anyway, that second bonus is basically free.

For the 2-piece, Woodpecker Electro (+8% Crit Rate) is the default because Norma is almost always short on Crit Rate. Once you actually reach 100% Crit Rate in combat, swap it for a 2-piece Swing Jazz (Energy Regen) so she can cast her EX Special more often, or Shockstar Disco (Impact) if you want faster stuns instead.

Substats follow the same logic: Crit Rate first, then Crit DMG, then ATK%, with PEN as a low-value filler. Aim for at least 80% to 100% Crit Rate in combat. Impact on Slot 6 matters because it controls how fast Daze builds on enemies, and Norma also gains up to 1,200 extra ATK from her Sheer Force, so her damage climbs the more Crit Rate you feed her.


Skill priority

Level her Core Skill first without question, since each upgrade increases the Daze and Crit DMG she gains per point of Crit Rate. Her Special Attack comes next as her main source of damage and Daze, followed by her Chain Attack. Assist and Basic Attack are useful but lower priority, and Dodge sits at the bottom because she spends most fights off-field.

Best teams for Norma

Norma slots into both Attack and Rupture teams, and she can partner almost any DPS that benefits from a stunner, with Anomaly units being the main exception. She gets a slight edge in Rupture teams thanks to her Sheer Force ATK scaling, but her buffs, Decibel generation, and Chain Attack conversion make her flexible either way.

Which Mindscapes are worth it

Norma functions fully at M0 with her signature W-Engine, so Mindscapes are a bonus rather than a requirement. If you do invest, M1 and M2 give the cleanest returns, and M6 is where she starts dealing serious personal damage on top of her support role.

If you are choosing between M1 and her W-Engine, take Chief Sidekick first. It directly improves her Daze, her squad buffs, and her turret uptime, which matters more than any single Mindscape until you reach M6.
