Shinigami is the Zanpakuto-focused faction in VV: Ultimatum, and its power curve is deliberately back-loaded. You start slow and feel weak, then everything changes once you unlock Shikai. The catch is that the game never really explains the path, so plenty of players stall out around level 25 without knowing what to do next.
Quick answer: Reach level 25, press L to meditate until a green beacon surrounds you, then meditate every time whisper text appears above your health bar. That loop pulls you into the White Void (solve three bell riddles), then the Inner World (four visits), where you fight and beat the Shikai Spirit boss to unlock Shikai mode.
What you need before Shikai unlocks
Almost everything meaningful for a Shinigami is locked behind level 25. The game gates it that way so you learn its combat systems before touching advanced content. Until you hit that level, meditation is not available and the Shikai path stays closed.

Questing is the quickest route to 25. Take every NPC quest you find and follow the main story line, since those grant the biggest XP rewards. NPC quests are scattered across the map and easy to clear, while Soul Society quests pay out better but need Mission Tickets.

You earn Mission Tickets by opening chests, completing main quests, and defeating mobs. Start banking them early so you are not stuck grinding slower NPC quests all the way to level 25. If you cannot find a quest giver, hold C to use Sense and reveal nearby NPCs.

The Marsh is one of the strongest XP spots once you can reach it. Enemy density is high and other players are usually around, so it clears quests and mobs quickly.
Meditation and the whisper loop
At level 25, meditation becomes usable. Press L on keyboard, or L2 + D-Pad Down on PlayStation, or LT + D-Pad Down on Xbox. Your Zanpakuto must be equipped. Meditation restores health out of combat, but its real job is driving Shikai progress.

If your character falls asleep, it means you have not earned enough XP yet. There is no penalty for a failed meditation, so keep farming and try again later. A successful meditation wraps your character in a green beacon, which is your signal that the Shikai chain has started.
After that first success, exit meditation and watch for whisper text lines that appear near your health bar. Each time a whisper shows up, meditate again right away to keep earning Shikai EXP. Ignoring those prompts for too long stretches the whole process out, so respond the moment you see them.
Note: whispers tend to trigger most often during missions, invasions, and PvP, so those are good times to stay alert for the prompt.
The White Void bell riddles
Keep meditating on whisper prompts and you will eventually be pulled into the White Void. Follow the blue orbs to locate three bells. Each bell hands you a riddle, and answering correctly turns the bell blue and saves your progress even if you leave.

Two of the three bells require you to defeat a pair of Shinigami NPCs before the riddle unlocks, so expect a fight. A wrong answer sends you back to the main world, but any bells you already solved stay complete.
The Inner World visits
After the bells, keep grinding XP and meditating on whispers. This time the loop leads you to your Inner World, which plays out across four separate visits.

Do not rush the third visit expecting combat. Just find the spirit and speak to it, then accept one more round of grinding before the real fight. The spirit does not always spawn in the same spot, so search the area if you do not see it immediately.

Beating the Shikai Spirit boss
The Shikai Spirit boss is challenging but manageable for a mid-game character. It runs through three phases, and it essentially forces you to outplay a mirror of yourself.

Losing carries no penalty. If the boss beats you, meditate again and you get another attempt with no XP to re-grind. Clearing the fight unlocks Shikai mode, though it is not fully usable yet.
Claiming your Shikai ability
To finish the job, meditate back into the Inner World one more time. Find the silhouette of the Shikai weapon that most closely resembles yours and interact with it. Your Shikai ability then appears in the Ability tab of your Inventory menu.
You know it worked when the ability shows up in that Ability tab. To use the weapon in combat, press and hold E, which swaps out your primary weapon and lets you cast Shikai moves.
Your Shikai type is random. You can reroll it with Ability Rerolls, earned through code redemptions, quest completions, Daily Rewards, and more. These are the possible outcomes and their odds:

The whole Shinigami path is not complicated, but it is long and it rewards patience. Push to level 25, meditate the instant a whisper appears, answer the bell riddles with Echo, Promise, and Future, then win the mirror-match boss fight. Do that, and your Zanpakuto finally starts pulling its weight.
