You know the schematic is active when the Beam Scatter (Legendary) appears as a craftable recipe at the Ancient Workbench. That is your confirmation. The unlock only applies while the schematic is on you, so if the recipe still shows locked, check that the Schematic 4 is actually in your bag rather than dropped or stored elsewhere.
