Quick answer: There are six. Three are in central Pangzhen near the Marketplace, Huang Manor Crossroads and Pavilion of Knowledge Crossroads bells; three are in the Pangzhen backstreet near the Pond of Fading Song, Green Serpent House and Lion Dance Hall bells.
Every flower below is placed by its distance from a bell, so the bell list is the fastest way to orient yourself. The Pangzhen interactive map shows the whole district, and the full set of Memory Flowers in Phantom Blade Zero covers the other collections.
Lion Dance Hall Depths quest
These blooms are associated with the Memory Flower quest LION DANCE HALL DEPTHS, found among the other quests and side quests. Its objective is “Collect the Memory Flowers of the Lion Dance Grandmaster”. The story can progress without collecting these optional flowers.
Each flower is numbered as a memory from 1 to 6. When you interact with one, it plays a short memory. The Memory Flower of the Lion Dance Grandmaster card carries this text:
The lion’s head rises, gathering spiritual power to banish evil and bring peace to heaven and earth.
Yet today, evil wears human skin. Instead of fleeing the hall, it has taken a seat at the feast.

Flame, the Mask-Bound Lion Dance Grandmaster, serves as the Lion Dance Hall boss. His second phase is The Lion Dance Grandmaster’s Final Dance. The fight takes place in THE HEART’S TRAIL, and he is featured on the bosses list.

These three can be reached early in Pangzhen. Each one is tied to a nearby bell from the full bell list, and they get progressively higher off the ground.
Memory 1: Marketplace bell
Memory 1 is on the street, roughly 20 metres from the Marketplace bell; no other flower in the set is closer to its bell.

Memory 2: Huang Manor Crossroads bell
Memory 2 is roughly 40 metres away from the Huang Manor Crossroads bell. It sits at approximately the bell’s elevation, about 20 metres above street level, not down on the ground.
Memory 3: Pavilion of Knowledge Crossroads bell
Memory 3 occupies the rooftops and upper floors, around 32 metres above street level. Its distance from the Pavilion of Knowledge Crossroads bell is roughly 80 metres, and the flower is at about the bell’s elevation.
Pangzhen backstreet memories (4-6)
The other half of the set is in the Pangzhen backstreet, which opens up after the end of Town of Death. These flowers sit about 80 to 115 metres from their listed bells.
Memory 4: Pond of Fading Song bell
Memory 4 sits at about the same elevation as the Pond of Fading Song bell, roughly 80 metres away.

Memory 5: Green Serpent House and Lion Dance Hall bells
Memory 5 lies between two bells. It is about 100 metres from the Green Serpent House bell and about 115 metres from the Lion Dance Hall bell.
Memory 6: Lion Dance Hall bell
Memory 6 is near the hall, below the Lion Dance Hall Depths bell; its distance from the Lion Dance Hall bell is approximately 105 metres.
The memory after the Grandmaster fight
Defeat the Grandmaster to reveal another memory scene in Lion Dance Hall Depths, with The Sealed Lion bell only a few metres away. This scene completes the Grandmaster’s story. Defeating him also awards the Dormant Flaming Mane.
