At Lv 1, the item card lists this effect:
“Continuously generates Sha-Chi for 15 seconds and gradually restores 30% HP over the same duration.”

The card’s description reads:
“The brewing flask of Hua Qianxiao, the Sword Fanatic. Its contents simmer gently, enriching its aroma and smoothness. Drinking it fills the body with the spirit of alcohol and gives rise to Sha-Chi.”
That means one drink does two things at the same time. It heals you slowly and keeps generating Sha-Chi, which you spend on Sha-Chi combos.
