Hunters in World of Warcraft Forever start with a single pet and can expand their roster by buying storage from a Stable Master. The extra slots are cheap to unlock, and once you own them you can swap pets in and out at the stable instead of releasing one to tame another.

Pet slot limit and unlock costs in Forever
A Hunter can hold three pets in total: one active pet at your side and two kept in the stable. Both stable slots begin locked, and each one is bought once for a flat fee. There is no upgrade beyond the two stabled slots at this time, so three pets is the current ceiling.

The purchase is a one-time cost per slot, not a rental. Once you pay for a slot it stays unlocked for that character.
Where to find a Stable Master
Stable Masters are found in major cities and act as the only place to store or swap pets. For Horde characters, head to Orgrimmar and look in the Valley of Honor, where Xon’cha stands near the kodo beasts and carts. Alliance Hunters can use the Stable Master in their own capital cities.

You know the purchase worked when the stable slots stop showing a lock and can hold a pet. With both bought, you can drop your active pet into storage and pull out a stabled one whenever you return to a Stable Master. That lets you keep, for example, a damage pet and a tank pet on hand while you use the open slot to tame and learn new pet abilities.
Three pets is the maximum a Hunter can manage right now, and no official increase to the stable size has been confirmed. If you need to make room for a new tame beyond that limit, you will have to release one of your current pets first.
