If you enter the lobby and no notification has fired and no green label is visible, the trader is simply not active on that server. You can wait for his next appearance or switch servers to look for a lobby where he is currently up. Switching does not guarantee he is present, but it improves your odds of finding an active spawn.
What the Wandering Trader sells
He accepts only Gems. His stock is fixed at two Mythic items, each capped at five purchases per restock. The stock does not refill during a single visit; it resets only when the trader spawns again.
