Quick answer: The weapon card becomes available immediately after you defeat Jagged Steel, the Frenzied Brute. Find him in the riverbed beneath Rustblade Pavilion, in Weeping Creek Valley beyond the Red Thread Barrier.

Jagged Steel is a one-handed blade in Phantom Blade Zero that inflicts Bleeding. It shares its name with the boss who carries it, and it shows up in Chapter 1, “AGAINST THE FLOW”. The route runs through a gorge in Weeping Creek Valley, and a letter along the way names the weapon before you ever reach the fight.

Where to find Jagged Steel

Open the Red Thread Barrier first. The path to the boss stays closed until the threads are gone.
Beside the Red Thread Barrier bell, go up the stairs through the opened thread curtain. Once above, take the gorge trail beside the stream.
Beyond the stairway, a corpse wearing purple robes lies near a fire basket suspended beneath a rock overhang. Look beside the corpse’s head for a small white glow. Stand by its feet and aim down to bring up the “E” prompt.

Press E to pick up “CAPTAIN CHEN ZHU’S SECRET LETTER”, filed under Books as the first page of the “WULIN TALES” set. It describes a rampaging Maskwalker in the Creek Valley who carries a broken, rusted blade called “Jagged Steel,” and warns that anyone it cuts bleeds heavily.

Keep following the gorge and pass through the spray beneath a waterfall. It opens onto a wide, stony riverbed, with a two-tier pagoda, Rustblade Pavilion, on the cliff ahead.

Approach the boss in the riverbed until the name bar appears along the screen’s top edge: “JAGGED STEEL, THE FRENZIED BRUTE”. A Gold Mask and an Iron Mask are also in the riverbed, fighting him. Your Remnant Dust total still increases if he kills them.

Defeat him. Some of his hits cause bleeding, which keeps draining your HP for a few seconds afterward. When he falls, the JAGGED STEEL weapon card opens on its own.

After the battle, the nearest bell is at Rustblade Pavilion, beside a candle-covered cross on the rise above the riverbed.

How to equip Jagged Steel

On the weapon card, answer the prompt “Equip the new weapon now?” by pressing Space. The footer lists “T Advanced”, “Space Confirm”, and “Esc Back”.
In the slot picker, select the weapon whose place you want to take. Both slots are shown—for example, Sanguine Twin and Sanguine—and the footer updates to “T Basic”, “Space Switch”, and “Esc Back”.

Keep Space held for roughly one second to finish swapping. Jagged Steel will occupy the selected slot.

Back in the world, the game confirms the option with a tip that reads “Equip new weapons immediately, or press Esc to adjust them in the Character menu.” If you skip the prompt, the Character menu is where you can switch weapons later.
