Beach the boat in How to Fish and the throttle stops mattering. Once the hull is sitting on an island shore, you cannot drive it back into the water. The game treats that beached boat as something you have to shove, not steer.
Quick answer: Exit the boat, stand on the shore, equip your fists, and left-click the corners of the hull until it slides into the sea. Then board it and drive.
Why a stuck boat will not drive
Island landings are messy. It is easy to run the bow onto sand or rock while hopping between shores, and the moment enough of the hull is on land, driving cuts out. Reverse will not pull you off. Sitting at the wheel and mashing movement does nothing useful.
That is the whole problem. The boat is not broken and you do not need a new one. It is just beached, and it stays that way until the hull is back in the water.

You cannot free it from the helm. Get off first, then change what you are holding. Fists are the tool. A weapon in your hands is the wrong setup for this job.

Punch the corners to free the hull
With fists out, left-click the boat. Each punch is a shove. Keep hitting the wood and the hull will start to slide. You do not need a special item or a shop upgrade for this. Bare hands and repeated clicks are enough.
The long sides will move it, but they waste time. Corner hits twist and slide the boat more cleanly, which is what gets a beached keel into deep enough water to float again.

If the boat is still sitting on land after a few hits, you are probably working the middle of a side. Walk to a corner and continue. There is no separate unstuck button. The punch is the unstuck.
Drive the boat after it slides free
You will know it worked when the hull leaves the shore and sits in the water again. The boat is no longer a grounded object. It is a vehicle you can board.
Climb back on and use the Drive prompt. The interaction shows as Drive [E] at the wheel. If that prompt is up and the boat answers the throttle, you are done. Head to the next island the same way you would after any normal landing.

If you board and still cannot move, the hull is not fully off the land. Get back out, equip fists again, and punch the corners until more of the boat is floating.
Unstuck a boat faster in co-op
One player can finish this alone. Extra hands just shorten the shove. If teammates are nearby, have them leave the boat, switch to fists, and punch the same hull. Corner hits from more than one person slide it off the shore much faster than a solo push.
The method does not change in a group. Everyone still needs to be on the sand, not at the wheel, and everyone still needs fists. Once the boat is in the water, one person boards and drives. The rest can climb on after it is floating.
Beaching will happen again. The fix stays the same every time. Get off, empty your hands, punch the corners, and only go back to the wheel after the hull is in the sea.
