Console unlock: local midnight, with one exception
PlayStation 5 and Xbox Series X|S follow the standard staggered pattern. In each region the game becomes playable at 00:00 local time on September 3, which puts New Zealand and Australia in first and Europe several hours behind them.
The Americas break that pattern. Instead of each zone waiting for its own midnight, the whole continent unlocks together at midnight Eastern on September 3. That means 21:00 on September 2 in Los Angeles, 22:00 in Mexico City, 23:00 in Lima and 01:00 on September 3 in Brasilia. Console players on the West Coast therefore get in roughly six hours after PC players in the same city, not nine.
Preload window on Steam and consoles
Preloading opens 48 hours before release on Steam and on consoles, so the files can be downloaded and unpacked well ahead of the unlock. This is a large install, and a slow connection is the most common reason people miss their own launch window.
How to tell the game has unlocked
