Einar picks up a transmission from a missing Galdur and needs a sealed door in Bahari opened, which sets off a hunt for three ancient Human overseer stations. Keeper of Waves is the water-flavored leg of that hunt, and it is the shortest of the three by a wide margin. The whole thing comes down to finding one trapdoor in Kilima Valley and typing four letters into a very old computer.
Quick answer: Enter the mysterious tunnel at the Mirror Pond Ruins, talk to the Mysterious Device, log in with the code ASTA, then open the menu and set the Garden Lockdown Protocol to Disengage. That completes the quest and pays out 10 Renown.
How to unlock the Keeper of Waves quest in Palia
Keeper of Waves is a main quest handed out by Einar once you have finished Vault of the Gales. It arrives alongside Keeper of Gales and Keeper of Flames, and the three can be done in any order you like. If it is not in your quest log yet, keep pushing the main story until Einar sends you a letter.
The first objective is deliberately vague: “Ask around the village.” The people worth talking to are the ones who were with you inside the Temple of the Waves, which means Jina and Hekla. Hekla is the one who knows where the Hydroflow overseer station is, and she is usually trailing Jina around Kilima Village, either near the Mirror Pond Ruins or at the library. Talking to her marks a yellow search zone on your map.

This is the easiest of the three stations to reach, and it is close to home. Open your map and head to the marked area in the Mirror Pond Ruins, just east of Mirror Pond, at roughly grid D-3. There is no cave to spelunk and no wall to climb.

Looking toward the pond from the path stairway, you will spot a short stone stairway with a small hatch set into the ground at its center. The interact prompt reads “Mysterious tunnel.” Use it and you drop straight into the station, a single small room with a phoenix statue, a few stone tablets, and a pyramid-shaped console in the middle.

The console asks for a four-letter access code and offers the hint “Hephaestus’s nickname.” The answer is ASTA, and the game does show its work: the tablet on the table to the left of the device, titled “Betrayal,” refers to someone by that name. Reading the tablets is optional, but they fill in the messy history between the keepers of the Hydroflow and Pyroflow stations.

How to confirm the quest completed
You get a “Keeper of Waves Quest Completed!” banner and +10 Renown the moment you exit the console menu. If nothing fires, the usual culprit is stopping one step short. Reading the messages or checking the temple status does not count, and neither does logging in on its own. The protocol has to actually read DISENGAGED, and you have to close the interface afterward.
What comes after: Keeper of Roots
Finishing this one alone does not open anything. Keeper of Roots is granted automatically only once all three overseer stations have had their lockdowns lifted, at which point you report back to Einar and he sends you to meet him and Hekla at the Temple of Roots in Bahari Bay. Here is where the other two sit and what they want typed in.

The Hydroflow trip is a five-minute detour if you already know where the hatch is, so it is a sensible one to knock out first before the longer climbs and cave routes the other two demand.
