The “Explore the top of the hill” objective in A Pilgrimage for Power: Bear Trouble stalls a lot of players because nothing on the plateau is marked with a big obvious prompt. The quest only advances once Coen has looked at three separate things scattered around the summit, and skipping even one leaves the objective sitting in your journal.
Quick answer: Inspect all three hilltop clues — the dead uriash inside the cave, the engraved standing stone outside it, and the bloody knife lying on the ground — and the objective flips to “Meet with Anca at the old inn”.
Before you can search the hilltop
Bear Trouble is the first leg of A Pilgrimage for Power, and it starts west of the Laslea Gate Shrine, north of Briar Sloughs. You climb by following the sound of windchimes, which are far easier to track with Focus Mode held down, and white chalk markings on the rock confirm the route.

A Ravenous Bear guards the plateau. Save before you reach the top, because the fight arrives with very little warning and the search objective cannot be finished while the bear is alive. The hilltop search itself works day or night, so there is no need to burn time segments waiting for a particular part of the cycle.

Order does not matter. The objective tracks all three inspections independently, so if you looted the corpse on the way in before fighting the bear, you only need the stone and the knife afterwards.
How to confirm the objective completed
The moment the third clue is inspected, the on-screen quest banner updates and the journal entry for A Pilgrimage for Power: Bear Trouble switches its objective to “Meet with Anca at the old inn”. Open the journal to double-check, since the notification can be missed during the voiceover.

If the objective still reads “Explore the top of the hill”, one of the three has been missed. The cave interior is the usual culprit, because the body sits back from the entrance and is easy to walk past on the way to the standing stone. The knife is the second most-missed, since it lies flat on the ground rather than propped up.
