Chapter 3 of Halloween: The Game, titled Returning Home, hands Michael Myers six optional challenges spread across the neighborhood. Three of them lock you into a specific execution on a named target, and the rest ask you to use a certain weapon or wipe out everyone in the area. None of them need to be finished in a single run, and you can revisit the chapter later to clean up whatever you missed.
Quick answer: Execute Jennifer at the campfire, Thomas at the weight bench, and Marcus at his motorcycle (each after building a Tier 3 Stalk), kill Gloria and Keith by any method, kill three targets with the Wood Axe, and eliminate all 12 residents in the neighborhood.

The three special-target executions
Chapter 3 marks three Special Targets on your map, but it does not tell you which name belongs to which marker. Each of these three challenges requires a Tier 3 Stalk before the environmental execution prompt will appear, so use Killer Sense and aim at Focus Points to raise the meter faster while keeping your distance.
Execute Jennifer with the Campfire
Jennifer is in the south-west corner of the map by the water tower, near the watchtower and the campfire. She often stands close to the fire when you arrive, but her friends are nearby and can spot you.
Note: If Jennifer wanders away from the campfire, it becomes very hard to get her back, so keep her close before you commit.

Execute Thomas with the Weight Bench
Thomas is in the garage toward the far north side of the map, working out at the weight bench you need for the kill. He stays there for most of the level if you avoid alerting him. Shape Jump gets you across the map quickly.

Execute Marcus with the Motorcycle
Marcus is the man who escaped from the bar earlier. He leaves his house and walks toward his motorcycle, and the timing here matters. If you grab him at the wrong moment, the execution will not count.

Kill Gloria and Keith
This challenge only cares about locations, not method, so you can kill both however you like. Keith is inside the house attached to the right side of the garage where Thomas works out. Gloria is inside the house Marcus leaves before heading to his motorcycle, so you can clear her out right after finishing the Marcus execution.

Kill three targets with a Wood Axe
The Wood Axe spawns in a random spot each run. Common places to check are behind the shed near the water tower and inside the Myers house or its nearby outbuildings. Once you have it, kill any three NPCs with the axe and the challenge clears. Hang onto the weapon after you pick it up so you can rack up the three kills without hunting for a replacement.
Kill all residents in the neighborhood
There are 12 residents to hunt down, which makes this the longest challenge in the chapter. The method of each kill does not matter. Use Detection Pulse to outline where a resident is hiding, then use Shape Jump to close the distance and sweep houses, yards, and the far corners of the map.
Every person you kill for the other five challenges also counts toward this total, so tackling the special targets, Gloria, Keith, and your axe victims first chips away at the count before you go looking for stragglers.

How to confirm your progress saves
Each completed challenge shows a HUD pop-up and unlocks its reward, such as an outfit or a Player Title. To lock in that progress, keep playing through the rest of the chapter until it ends rather than quitting early, since leaving mid-mission resets what you have done up to that point. If a challenge feels tedious in one attempt, back out and return to the chapter later to finish the remaining tasks at your own pace.
