Some players see one after only a few sessions, while others cook hundreds of bowls without a single drop. As long as you are finishing Ramen dishes, you are doing it correctly.
A dish must come out successfully for the drop to be possible. If your Ramen fails, that attempt cannot roll the plush, so completing the cook within the time limit matters.
Cooking parties are the most efficient way to farm it. Cooking with other players speeds things up and lets you produce more dishes in less time, which increases your overall chances. The catch is that when a Ramen Bowl Plush drops during a party, it goes to only one player at random. It can land with anyone in the group, including the host and anyone who joined, so a shared effort does not guarantee everyone walks away with one.

How to cook Ramen in Palia
Ramen is an Uncommon dish made at a Standard Stove. To unlock the recipe, you need Cooking Level 3, then buy it from the Cooking Guild Store for 200 Gold. The full cook must finish within 1 minute and 20 seconds, so prepping efficiently is important.
The base ingredients are one Any Mushroom, one Egg, one Wheat, and one Wild Garlic. Two of these get processed at a Prep Station before they go into the pot.
Note: The tight 80-second window is much easier to manage in a group, where players can split the prep and stove tasks. That is another reason cooking parties are the recommended approach for plush farming.

Buying the plush through Trading
If the random drop is not cooperating, you can obtain the Ramen Bowl Plush through Trading at booths available in The Underground. This bypasses the cooking grind entirely and lets you acquire one from another player instead of relying on chance.

When the plush drops, it appears in your inventory as the Ramen Bowl Plush, an Epic Decor item. Because it counts as decor, you can place it directly on your Housing Plot. Keep in mind it cannot be tinted, so it stays in its default look wherever you display it.
Once it is in hand, you are free to move on to other pursuits around the valley, but the plush itself is a one-and-done collectible, so a single successful drop or trade is all you need to check it off your list.
