How to confirm Dream Magic and Elf V2 are active
For the grimoire, the auto-roll stops on its own and the Dream Magic name appears on the roll result. Equip it and check your ability bar, then press Z, X, C, or V in combat. If the five base moves cast, the roll registered.

For the race, open the Races menu from the main GUI after handing in both Knight quests. The entry should read Elf V2 with the tripled buff values shown against the mana, regen, damage, and M1 cooldown lines listed earlier. If it still shows the base Elf numbers, one of the two quests has not been turned in.
Neither of these is a race against a timer, but the grimoire side is entirely down to spin volume. Stockpile grimoire spins before you start the auto-roll session, and knock out the two Knight quests in the meantime so the race buff is already running when Dream Magic finally shows up.
