He is repeatedly paired with Mitya, the 5-star Electro catalyst expected to headline the same update, and his shield plus damage bonuses are described as covering a support slot until more premium options arrive.

Elemental Skill: Offensive Defense: Fortress Advance
The Skill is the opener for everything else Valeriy does. Casting it deals AoE Electro damage, hands him 40 Impact Potential, and deploys an Electro Shield around the active character.
- Shield absorption scales off Valeriy’s ATK, so ATK is doing double duty as both a defensive and offensive stat for him.
- The shield has 250% effectiveness against Electro damage, matching his own element.

Impact Potential and Mortar Fire: Close-Range Barrage
Impact Potential is Valeriy’s personal energy gauge, separate from Elemental Energy. It caps at 100 by default. Once he holds at least 40, a Charged Attack no longer performs the usual Physical sweep. Instead, he consumes the entire gauge and performs Mortar Fire: Close-Range Barrage, dealing AoE Electro damage and gaining 15 stacks of Assault Command.
Assault Command is where his team value actually lives. Each stack is spent to boost an instance of Electro damage dealt by the active character, whether that comes from a Normal Attack, Charged Attack, Plunging Attack, Elemental Skill, or Elemental Burst. The size of the boost is based on Valeriy’s ATK.
Which damage qualifies depends on his state. While Valeriy is in the Stellar-Conduct state, stacks are consumed only by Electro damage counted as Stellar-Conduct reaction damage. Outside that state, stacks apply to any Electro damage instance.

When one instance of Electro damage hits several enemies at once, stacks are consumed per enemy hit. Fifteen stacks disappear quickly in crowded fights, so the barrage is best timed right before a big multi-target rotation.

Because the bonus scales with how much gauge is spent, firing the barrage at 40 Impact Potential is the weakest possible version of it. A full 100-point dump is worth more than twice as much, which pushes the rotation toward casting the Burst, letting an Electro teammate build the gauge back up, and only then using the Charged Attack.
Normal attacks and the exploration passive

Mortar Fire: Close-Range Barrage restores 6 Energy on use, plus another 1.5 Energy for every 10 points of Impact Potential spent above 40. The refund caps at 15 Energy per use and can only trigger once every 15 seconds. Separately, the first Skill cast after entering combat grants an extra 150% of the usual Impact Potential.

Casting the Skill gives the whole party 100 Elemental Mastery for 18 seconds. On top of that, while the Electro Shield is active and the gauge is already full, anything that would grant more Impact Potential instead pumps up the shield. Every excess point adds shield absorption equal to 8% of Valeriy’s ATK, with a ceiling of 20 converted points.
