The locked blue double doors at the Sewer Entrance in The Park zone will not open on their own. Interacting with them only shows a “Key Required” prompt. The item you need is the Key to Underhill’s Sewer Lab, and it comes from Underhill herself rather than from any container in the tunnels.
Quick answer: Go to Underhill’s Apartment in The Park and talk to Underhill to start the “New Growth” side quest. She hands over the Key to Underhill’s Sewer Lab immediately, which unlocks the Sewer Entrance door.
Where the Sewer Entrance door and the key are located
The locked door is located in The Park’s sewer tunnels on the Sewer Route connecting Underhill’s Apartment with the FBC Base. Underhill confirms its position, explaining that the sewer entrance is situated between her apartment and the Bureau base.

Underhill’s Apartment is the marked location for the “New Growth” quest in The Park zone. Reach it through the tunnel network that also connects to the Sewer Entrance.
Speak with Underhill. Playing as Dylan, you sit through her request to have samples harvested, after which she tells you, “There’s the key to my lab.” No combat or fetch step is required first.
Confirm the pickup. The moment the conversation resolves, you receive +1 Key to Underhill’s Sewer Lab, and the quest updates with the objectives “Collect the Equipment” and “Find the Test Subjects at the Lab.”
Approach the locked double doors and press the interaction button (L1 on PlayStation) to unlock them. With the key in your inventory, the “Key Required” prompt no longer blocks entry, and the doors open into the lab hallway.
Move into Underhill’s Lab and loot the equipment cache for the quest. Collecting it here grants a Power Upgrade Point, which counts toward the set of three you gather to improve Dylan’s Total Power.
You will know the key is in hand when the “+1 Key to Underhill’s Sewer Lab” notification appears and the “New Growth” objectives switch to “Collect the Equipment” and “Find the Test Subjects at the Lab.” At the door, the “Key Required” prompt disappears once you own the key, and the doors swing open on interaction. Inside, picking up the equipment registers the Power Upgrade Point toward your total, closing out this part of the quest.
