Best of the Best is the hardest social achievement in Star Wars: Galactic Racer, and it comes down to one task repeated eleven times. You have to beat every eligible racer in a Rivalry Head-to-Head, a dedicated one-on-one duel that only appears after you deliberately turn that racer into your rival. There is no random drop involved. You pick the target, bait them through Sidebets, and finish them in a 1v1.
Quick answer: Win a Rivalry Head-to-Head against all 11 eligible racers. Trigger each one by placing Sidebets on the same racer across successive planets during Act 2 or Act 3, then accept their challenge.

How to trigger a Rivalry Head-to-Head race
Rivalries only open up once you reach Act 2 of the Campaign, and some racers only appear once you start Act 3. The mechanic runs through the Sidebet menu that pops up before a Race or Eliminator event. Target the same racer every time and beat them, and a rivalry builds across the planets you visit.

Consistency is what matters. If you want Soren Zaks as a rival, bet on Soren Zaks every time rather than switching targets. There is some randomness to how quickly a racer approaches you, and a racer who is already lined up as someone you speak to that planet may not trigger the sequence, so stay on the one name until it works.
You do not need Mystery Encounters or takedowns to force a rivalry. The Sidebet target is the only thing that drives it.

Each racer below counts toward Best of the Best, and five of them hand over a named Favor on top of the achievement progress. Beating any of them in an ordinary Race or Eliminator does nothing here. The win has to come in a Rivalry Head-to-Head.

Malis Vazosk and Sen Fira both sit behind Act III, so they appear later in a run than the rest. Because six of the eleven give no Favor, a written checklist is the easiest way to track who you have already cleared.

What winning and losing a rivalry does
A Rivalry Head-to-Head puts you and one rival in a direct race for the finish; no other racers are there to follow or defeat. Win to earn a Galactic League Token, an extra life for your campaign. If you lose, the rival claims one of your Galactic League Tokens.
The tracks for each rivalry are listed ahead of time, so get to know their layouts in Arcade or a Shakedown. Conditions affect how a circuit handles: braking on Lantaana in wet Overcast weather is very different from its dry Afternoon setup. Use offensive abilities like Ion Bolt, Concussion Mine, and Shockwave to cause malfunctions for the rival instead of focusing only on speed, and invest Tuning Points in your vehicle after every tour.
Only a win counts. Triggering a rivalry or talking to the rival does nothing for the achievement, and losing costs you a token, so prepare before you accept the duel.

Kestar Bool is a separate achievement
Kestar Bool cannot become a Rivalry Head-to-Head opponent, so he is not part of the eleven and you do not need to beat him in a rivalry. He is still worth a Sidebet: place one on Kestar Bool and win it to unlock the Gathii vs. Bool achievement. Trying to build a standard rivalry with him only wastes planets you could spend on a real rival.
How to confirm the achievement unlocked
Your first Rivalry Head-to-Head win pops the First Time, Big Time trophy, so you will know the system is working after a single clean duel. Best of the Best unlocks the moment the eleventh eligible rival goes down in a Rivalry Head-to-Head. Work through one rival at a time, pick racers who show up often in your events, and keep a checklist beside you so you never repeat a name you have already beaten.
