Galen Yager, the Hunter’s assistant, waits as a soul at a Draconian Vulture Nest in the Kindlewastes. Reaching him runs through the quest “Tracing The Footsteps”, which sends you from a note about a hunting party to a camp, and finally to the nest where his soul rests.
Quick answer: Start “Tracing The Footsteps” by reading the note about the hunting party, find the Hunting Party Camp, loot the Draconian Vulture Nest for Galen Yager’s soul, then summon him at your base with a Summoning Staff.
Read the note that mentions the hunting party. Doing so starts the quest “Tracing The Footsteps” and sets its first objective, “Find The Hunting Party”: “You’ve read a note that referred to a nearby hunting party from the Kindlewastes! Look for remnants of the hunting party to search for its members!”

Follow the next marker to the Draconian Vulture Nest. This matches the quest’s second objective, “Reach And Loot The Draconian Vulture Nest”: “There’s special loot to be found at a Draconian Vulture nest in the Kindlewastes. Search the area and grab what you can!” A Draconian Vulture is present at the nest.
Search the nest. Galen Yager’s soul is here, and picking it up is what lets you bring him back at your base.

What Galen Yager does
Galen Yager serves as the Hunter’s assistant and uses the Hunter’s crafting list. Summon him, and your base will have a second hunter.
He also opens his own quest, “Climbing The Kindlewastes Spire”: “The Hunter Assistant, Galen Yager, wants you to find and scale the Ancient Spire in the Kindelwastes. Doing so will unlock points of interest on your map.”
