Quick answer: Find and touch six Memory Flowers of Huangxing across the Mountain of Imprisonment: two by the Iron Butcher’s Camp bell, two at Shrine Outer Gate, one by Cavern Passage, and one by The Lady’s Shrine.
How Justice Tarnished works
Justice Tarnished is a collection tale in Phantom Blade Zero. You don’t turn it in anywhere. It completes as soon as you touch the sixth flower. Its only objective reads “Collect the Memory Flowers of Huangxing”.
The Mountain of Imprisonment holds all six flowers. Their locations are organized around the closest bell, so check the bell locations before setting out. The measurements below give direct-line distance from each bell rather than the distance along a route. Some flowers require a climb or a drop to reach.
Huangxing is the Pillar of the Mandate who turned to Perfect Transcension, and each flower shows a piece of his past. The Memory Flower card for Huangxing reads:
“So much for being a pillar of the Mandate, slaying countless foes, and winning renown across the Wulin… In the end, he was no more than a pawn in the struggles of those above him.
If that is all he is, why not surrender body and mind to the power capable of overturning everything? Who in this world is not a pawn? Where in this world is there no game being played?”

Use the listed bell as your reference, then use the distance and height to find each flower.
| # | Nearest bell | Distance from the bell | Height vs the bell |
|---|---|---|---|
| 1 | Iron Butcher’s Camp | About 20 m | About 7 m higher |
| 2 | Iron Butcher’s Camp | About 36 m | About 8 m higher |
| 3 | Cavern Passage | About 47 m | About the same height |
| 4 | Shrine Outer Gate | About 11 m | About the same height |
| 5 | Shrine Outer Gate | About 12 m | About 44 m lower |
| 6 | The Lady’s Shrine | About 46 m | About 2 m higher |
Flower 5 is the one most likely to throw you off. It sits well below the Shrine Outer Gate bell, not beside it, even though it is only a short distance away in a straight line.
Huangxing and the Flying Guillotine
You also fight him on the mountain, where his boss name reads “Huangxing, the Kunlun Renegade”. His Phantom Edge, the Flying Guillotine, is most likely the reward for that fight. The weapon’s lore reads “A specialized weapon once wielded by Huangxing.”

Other flowers are covered in the full list of memory flowers, alongside all side quests and every set of Mountain of Imprisonment collectibles.
