Quick answer: The Complete Memory Flower is the Train Abilities material that adds 10% max Health, and Blood Remedy needs one. In our run, finishing all six petals of Inanis’ Memory Flower took the count from 0 to 1.
What the Complete Memory Flower is
The Complete Memory Flower heads the third row of the Train Abilities screen, which opens from the Train Abilities option at any bell.
Its panel reads “A flower that permanently increases 10% Health” and lists Obtained and Max Health counts above that line. Before Soul had one, it read Obtained: 0 and Max Health +0%.

The description explains that Inanis gathers memories floating through the Discordance and shapes them into flowers in places filled with Sha-Chi. Below it is the COLLECT MORE LARGE MEMORY FLOWERS button.

In the world, interact with the blue flowers by pressing E. Each Memory Flower has petals scattered across a region, and its card identifies the flower and shows your collected-petal total. The guide to all Memory Flower locations lists every set.
Next to the first Crane Bell in the Crimson Forest, the Memory Flower Left by Inanis consists of a single petal. The card displays “(1/1) Complete Memory obtained. HP increased +5%”.

Inanis’ Memory Flower has six petals. In our run, its sixth petal showed “(6/6) All Memory Remnants collected. HP increased +10%”, and max HP on Pathbreaker went from 935 to 1,020.

In our run, the Complete Memory Flower count was 0 before that set was finished and 1 after it. Finishing smaller sets, such as Iron Fever’s two petals and the Mandate Masters’ three, raised max HP by their own card values but did not raise the count above 1.

The max HP guide lists the other ways to raise health.
What the Complete Memory Flower unlocks
Blood Remedy, on the third row of the tree, reads “Defeating enemies has a chance to restore Medicines.” Its requirements are “Prerequisite skill required” and “Requires 1 Complete Memory Flower”, and it costs 20,000 Remnant Dust.
If either requirement is unmet, the button appears in red with the text TRAINING REQUIREMENTS NOT MET.

In our run, once Soul held one Complete Memory Flower, Blood Remedy showed HOLD Space TO TRAIN for 20,000, and after training it the count beside the flower icon still read 1.

The abilities list has every node and its cost.
Where to see how many you have
On the Train Abilities screen, the left edge shows three material icons, one at the start of each row, and the third is the Complete Memory Flower. The number under it is how many you hold.
Move the cursor onto the flower icon with the arrow keys to open its panel with the Obtained and Max Health counts.
