How to trigger and confirm completion
Parking next to the building does nothing. The quest only counts when your vehicle passes completely through the washing tunnel and out the other side. When that happens, the on-screen quest notification pops to confirm the objective is done.
The wash also gives a practical bonus. Driving through fully repairs any structural damage to your vehicle and refills the gas tank to maximum. That makes it a useful pit stop right before you rotate into the final storm circles.
If the quest does not complete, the usual reason is that the car stopped short of the tunnel or you walked through on foot. Keep the vehicle moving from one end to the other and let the full cycle play out.
