Velina is the first Wind agent in Zenless Zone Zero, and she shakes up the Anomaly meta by swapping the usual Disorder reaction for a new Vortex effect. As an S-Rank Wind Anomaly Sub-DPS from the External Strategy Department, she spends most of a fight off-field, dipping in to fire EX Special Attacks, summon cyclones, and keep enemies locked in a Windswept state. She debuts in Version 3.0, with her Signal Search banner running from June 17 through July 8, 2026.

Quick answer: Run Velina with her signature W-Engine Joyau Dore, a 4-piece Wuthering Salon set paired with a 2-piece Energy Regen set, and prioritize Anomaly Proficiency, ATK%, and Energy Regen. Level her Core Skill first, then her Special Attack, and pair her with another Anomaly agent plus a support like Yuzuha.

How Velina works

Velina plays like other Anomaly characters, but her Wind attribute changes the math. Instead of triggering Disorders with other elements, she triggers Vortex. Each Vortex summons a small Condensed Cyclone and grants a stack of Windbite. After two Windbite stacks, her next Vortex upgrades into a stronger Sweeping Cyclone with a higher damage multiplier and attribute shred. That Sweeping Cyclone can even be infused with another element, dealing the matching damage instead of Wind.

When her cyclones dissipate, they explode and trigger Abloom against enemies suffering a Wind Anomaly. She also builds Windbloom from dealing damage and using skills, and once that gauge is high enough, holding Basic or Special Attack summons a Sweeping Cyclone and triggers a Quick Assist on the previous character. Her cyclones also reduce enemy Wind Anomaly Buildup RES, which is why she doubles as a pseudo-support.

Note: A lot of Velina’s damage comes from Anomaly procs that do not scale with skill levels, so her gearing leans heavily on Anomaly Proficiency, Anomaly Mastery, ATK, and especially Energy Regen.

Energy Regen comes first because her Core Skill and Anomaly buildup depend on it, then you stack Anomaly Proficiency and ATK. Her signature option is the clear best-in-slot, but several Anomaly engines cover the gap well.

Wuthering Salon was built around Velina. The 2-piece gives Wind DMG +10%, and the 4-piece stacks Anomaly Proficiency on EX Special use and adds an 18% damage boost whenever she triggers Windswept. For the remaining two slots, pick the bonus that fills her stat gaps or supports the team.

For substats, chase Anomaly Proficiency and ATK% first, then Pen and flat ATK as filler. Energy Regen on Slot 6 keeps her EX Specials flowing, which is what triggers both her gear bonuses and her cyclone loop.


Velina skill priority

Her Core Skill carries the most weight because it controls her Attribute Anomaly and Abloom damage. After that, her Special Attack and Basic Attack are the skills she uses most, so they come next. Chain Attack hits hard but appears rarely, and her Dodge and Assist add little to her output.

Best Velina teams

Velina is a Sub-DPS, so she wants a main carry who deals damage through their own Attribute Anomaly rather than Disorders. Pairing her with another Anomaly agent also switches on her Additional Ability, which boosts her Attribute Anomaly and Abloom damage. Yuzuha is the go-to third slot for buffs and energy, with Sunna, Astra Yao, or Nangong Yu as solid alternatives.

F2P-friendly options

Free-to-play teams hold up well. Piper remains a strong A-Rank Anomaly carry, and Grace improves with her Potential Unlocks. Lucy and Rina can still fill the support slot. A simple budget line is Velina, Nicole, and Anby, where Velina handles damage, Nicole buffs, and Anby stuns.

Who not to pair with Velina

Avoid characters whose kits revolve around Disorders, namely Hoshimi Miyabi and Tsukishiro Yanagi. Because Velina replaces Disorder with Vortex, Miyabi loses her resource generation, and Yanagi’s Polarity Disorder output drops. They can still work against Wind-weak enemies, but they are not her ideal partners.


Build Velina around Energy Regen and Anomaly Proficiency, slot in Joyau Dore and a 4-piece Wuthering Salon set, and place her right after your main carry so her Quick Assist chains back into the rotation. Do that, and she delivers consistent Windswept pressure and Abloom nukes while shredding enemy Anomaly resistance for the rest of the team.
