Tear of the Sea is an A-Rank Consumable in Neverness to Everness, described in-game as a drop of red liquid taken from Sea Prisoners. It exists for one main reason, which is to serve as Character Ascension Material for certain characters.

Quick answer: Defeat the Sea Prisoner Anomaly Commission once to unlock it as an Anomaly Hunt boss, then farm that boss to collect Tear of the Sea. You can also obtain it by opening a Material Selection Box.

Where to get Tear of the Sea

There are three routes to add this material to your stock. The repeatable boss farm is the most reliable source for steady supply.

Unlock the Sea Prisoner Anomaly Hunt first

Before you can farm Tear of the Sea, you have to clear the Sea Prisoner Anomaly Commission. Completing it unlocks Sea Prisoner as an Anomaly Hunt boss, which is the repeatable node you return to for the material.

Drive to the Nautili Tunnel, the underwater passage linking Coastal Highway Z42 and Cape Square near the center of the map. You need a car for this; bikes will not trigger the event.

Drive through the tunnel from the west side toward the east. A portal opens and carries you onto a water road that winds through icebergs and city ruins.
Keep driving while the whale escorts you. The water eventually turns red and the whale begins attacking, which leads into a cutscene and then the boss fight.
Beat the two-phase fight. Sea Prisoner adds water waves in its second phase, but you can dodge straight through the tornadoes and waves. Damage it when it surfaces, and parry its special attacks to open extra windows. It is weak to Anima damage, so Mint, Jiuyuan, and Nanally are strong picks.
After the whale falls, approach to comfort it, then claim your rewards from the blue anchor in the middle of the arena. This first clear is what flips Sea Prisoner into a farmable Anomaly Hunt.

The one-time commission payout includes the Song of the Whale S-Rank Arc, 300 Hunter Level EXP, 40 Annulith, 15,000 Fons, 80 Carrotas, 30 U-00NE, 7,500 Beetle Coins, and five Anomaly Material Selection Box I.

How to confirm it worked

You know the unlock succeeded when Sea Prisoner appears in your Anomaly Hunt list as a repeatable boss. From there, each successful run can reward Tear of the Sea, which you then spend on Character Ascension to raise level caps for the characters that require it.

Note: If Sea Prisoner is not showing as an Anomaly Hunt, you likely have not finished the commission yet. Run the Nautili Tunnel route in a car and defeat the boss to register the clear.
