The Frost Moon is the new explorable area added in Genshin Impact 6.7 (Luna VIII), and it holds several World Quests that hand out Primogems, open new parts of the map, and switch on offering systems where you trade Luna Sigils for extra rewards. The three main World Quests are Moon Gazing, Beneath the Lunar Sea, and Origin of the Sequence, each with its own start location.
Quick answer: Walk up to the Statue of the New Moon in Misty Shoal, northeast of Piramida, to auto-start the Moon Gazing chain. Then approach the cave in southern Moontide Sea to begin Beneath the Lunar Sea, and the large tower in the Nuur Stone Circle to begin Origin of the Sequence.
Requirements to unlock Frost Moon World Quests
Before any of the Frost Moon quests appear, your account needs to meet two conditions. You must reach Adventurer Rank 20 or higher, and you must finish Archon Quest Prologue: Act III, “Song of the Dragon and Freedom.” Once both are cleared, the Moon Gazing chain becomes available and the rest of the area’s quests open up as you explore.
Moon Gazing: the main Frost Moon quest chain
Moon Gazing is the primary World Quest series of Luna VIII. It starts on its own the moment you approach the Statue of the New Moon in Misty Shoal, which sits northeast of Piramida. The series runs across three Acts and breaks into several parts.

Beneath the Lunar Sea: start location and offering unlock
Beneath the Lunar Sea begins at a cave in the southern part of the Moontide Sea. Look east of the teleport waypoint there. Walking up to the cave plays a cutscene and starts the quest automatically, so you do not need to talk to anyone to trigger it.
Completing it turns on the Curtain-Form Blackbody Containment Lab offering system, which you can later upgrade for more rewards.

Origin of the Sequence: start location and offering unlock
Origin of the Sequence kicks off when you approach the large tower inside the Nuur Stone Circle. Finishing the quest unlocks the Nuur Stone Circle offering system, another way to spend Luna Sigils for in-game rewards once it is active.

How to confirm a quest started and what the offerings do
For all three quests, the trigger is proximity. If you reach the correct spot and nothing happens, you have most likely not met the Adventurer Rank 20 requirement or you have not cleared Archon Quest Prologue: Act III yet. Each start also plays a short cutscene or a quest banner, so you will know it registered when the objective text appears in the top-left tracker.
The two offering systems, Curtain-Form Blackbody Containment Lab and Nuur Stone Circle, only become interactable after you complete Beneath the Lunar Sea and Origin of the Sequence respectively. Once unlocked, you feed them Luna Sigils gathered across the Frost Moon to claim additional rewards, and both can be upgraded over time.
Clearing all three chains nets 320 Primogems on top of the Mora, Hero’s Wit, Mystic Enhancement Ore, and the Witness of the Moon from Moon Gazing, plus the two offering systems that keep paying out as you explore the rest of the Frost Moon.
