The Love Letter is a First Sea item tied to The Son Quest, the chain that leads to the second version of the Dark Blade. What you need before collecting the letters

If a letter will not appear, the usual reason is a barrier that is still sealed. Make sure the Dark Blade is equipped and that you have broken the correct wall or door at each spot, since the letters only become reachable once those obstacles are destroyed. In the Marine Fortress, remember that a single wall is not enough; the maze contains several breakable walls you must clear before reaching the letter.
