The Windup Inkay is a habitat item in Pokémon Pokopia, the Switch 2 building game. It is one of the pieces you place to complete the Muddy Playtime habitat inside Bubbly Basin, the underwater area added in Part One of the Expansion Pass. On its own it is a decoration, but slotting it into the right habitat is what starts pulling in specific Water-type Pokémon.
Quick answer: The Windup Inkay is used to build Muddy Playtime (habitat No. 25) in Bubbly Basin. Place one Windup Inkay, one Towel Rack, one Floating Logs, and two Muddy Water in the same spot to complete the habitat, which draws Marshtomp and Barboach.

Where the Windup Inkay fits in Bubbly Basin
Bubbly Basin is the sunken ruins of Cerulean City, so nearly every Pokémon living in its habitats has Water somewhere in its typing. The Windup Inkay belongs to that underwater set of items and is tied specifically to the Muddy Playtime habitat. You need to have Bubbly Basin unlocked before any of its habitats, including this one, become available to build.
Note: Getting into Bubbly Basin requires progressing the Expansion Pass content and being able to explore underwater, which is what opens up the full list of basin habitats and their required items.

The Windup Inkay is only one part of the Muddy Playtime habitat. To complete habitat No. 25, you place all of the following items together in a single habitat spot.
| Item | Amount |
|---|---|
| Windup Inkay | x1 |
| Towel Rack | x1 |
| Floating Logs | x1 |
| Muddy Water | x2 |
Once the habitat is finished, it becomes a spawn spot for the Pokémon tied to it. The confirmed residents of Muddy Playtime are listed below.
| Habitat | Pokémon it draws |
|---|---|
| Muddy Playtime (No. 25) | Marshtomp, Barboach |
Additional Pokémon may appear at this habitat as more of the basin roster is confirmed, but Marshtomp and Barboach are the ones locked to it right now.
How to confirm the habitat is working

With the habitat registered and its Pokémon settled in, the Windup Inkay has done its job. From there, you can keep expanding your basin with the other underwater habitats that share the same Water-type theme.
