Seashell Fencing is a building piece you craft in Bubbly Basin, and you need ten of them to finish the Ocean Temple during the “Build the beautiful building” Important Request. It is not something you pick up off the ground. You buy the recipe first, gather two materials, then craft a full batch at once.

The recipe becomes available once you hit Environment Level 3 in Bubbly Basin. Open the PC shop, find the Seashell Fencing recipe, and buy it for 500 Life Coins. After the purchase, the fencing shows up under the Buildings tab at any workbench, but you still need the two materials before you can make anything.

Gather Star-spotted Rock
Star-spotted Rock comes from smashing the red, blue, and grey blocks marked with little stars. These blocks are scattered all over Bubbly Basin, so the material is easy to stock up on. The mining area north of the entrance square is a reliable spot to farm it, and you do not need to power up Rock Smash to break these blocks.
One batch of fencing only uses a single Star-spotted Rock, but this same material also feeds into Ocean Doors and other Ocean Temple parts, so grab extras while you are there.
Get a Shiny Pearl
Shiny Pearls are not found directly. You make them from Grubby Pearls, the brown ball-shaped objects lying around Bubbly Basin. Collect Grubby Pearls, then hand them to a Pokémon that has the Scrub ability. After a short wait, that Pokémon returns them to you as Shiny Pearls.
Shellder, Cloyster, and Sharpedo all have the Scrub ability. You can hand over up to 10 Grubby Pearls at a time, so a single trade is enough to cover the one Shiny Pearl the fencing needs, with pearls left over for the temple’s other demands.

Deliver the fencing to the Ocean Temple
Return to the Ocean Temple build site and deposit all ten Seashell Fencing into the construction requirements. That single stack satisfies the fencing portion of the build in one submission. The Ocean Temple also asks for 50 Star-spotted Rock, 30 Stone, 25 Seashells, 10 Shiny Pearls, 2 Ocean Doors, and 15 Pokémon, so it helps to have the fencing done and out of the way early.
Note: If the fencing recipe is not appearing at the PC or workbench, you have not yet reached Environment Level 3 in Bubbly Basin. That level is the only trigger that puts the recipe on sale.
