Looted Repository is a sealed dungeon in AION 2, a cave you enter straight from the open world on the Elyos side. It sits in Verteron, where there is 1 marked spot for it, at Ellun River Midstream, so there is only one place to look. Before it fell, the cave served the people of Verteron as a grain store, but Dratona forces have since taken it over as a Balaur den, and their leader, Captain Nagto, has been helping himself to the stockpile. The recommended level is 15, matching Nagto himself at level 15.
