Warp in at Forest of Falling Stars using the Bloom teleport, then cover the short stretch of roughly 145 m on foot to reach the spot. The ground here is dotted with Azure Grass and Lunar Daisy, both close enough to gather as you pass, and there's a Chest sitting within sight too, so it's worth sweeping the area before you leave. Once caught, Eklue slots in as a Wind support in battle, and being from the Eko family it holds its form rather than changing further.
