Eklue is a wild Wind Aniimo from the Eko family, standing 1.4 m and weighing 6 kg, and it fills a support slot once you add it to your team. It grows from Eko and evolves no further. In the wild it appears at just one location, the Forest of Falling Stars, where it sits at levels 21 to 22. If you want to catch one directly rather than raise an Eko yourself, that stretch of the forest is the one worth making the trip to.

Warp in at Forest of Falling Stars using the Bloom teleport, then cover the short stretch of roughly 145 m on foot to reach the spot. The ground here is dotted with Azure Grass and Lunar Daisy, both close enough to gather as you pass, and there's a Chest sitting within sight too, so it's worth sweeping the area before you leave. Once caught, Eklue slots in as a Wind support in battle, and being from the Eko family it holds its form rather than changing further.
