For catching one, The Argent Strait is the area that suits, since that's the single stretch of the World map where it appears within this level band.

With only the one spot in play, there's no real contest between working that area and sweeping the rest of the map, so I'd head straight for it and skip the wandering. Teleport in at Argent Strait using the Bloom point, then it's a short walk of about 150 m to reach the marked spot. Keep an eye out along the way, since loose items and Sweetfern Nut both stand within sight of where Tubster appears, so you can gather a little on the same trip without going out of your way.
