The Skylands hide one of the easiest Island Secrets in the First Sea, and it is built around a mechanic you would never stumble into by accident: the clouds themselves are breakable. Hit enough of them in the upper part of the Skylands village and the game spawns a one-off secret cloud, which in turn hides a chest full of money and a small ambush. The Angel Guard is the NPC who ties the whole thing together.
Quick answer: Go to the top part of the Skylands village in Sea 1, punch the clouds repeatedly until a system message says a secret cloud has spawned, break that cloud until a secret chest appears, open the chest, kill the minions that spawn, then talk to the Angel Guard to close the quest.
Where to find the Angel Guard in Skylands
The Skylands are a chain of cloud islands in the First Sea, sitting in the level 150 to 190 band, and since Update 17.2 the islands are joined by bridges, so you can walk up instead of flying. You want the fourth and highest island in the village chain — the one with the houses, the paths, the Set Home Point NPC and the Master Sword Dealer. The Angel Guard stands behind a yellow house at the far end of that village, next to a building marked with the usual yellow QUEST ring.
Talk to him first if you want the quest logged before you start swinging. His dialogue lays out that the Skylands’ riches were taken, with a Go on option to accept and a Nevermind option to back out, followed by the line “So go get it back.” You can launch straight into Blox Fruits and head there directly — there is no level gate stopping you from punching clouds.

There are three checkpoints, and each one has its own on-screen confirmation. If you never see the message for a stage, that stage has not happened yet.

Two things account for most failed attempts. The first is stopping too early, because normal clouds respawning can make it feel like you are making no progress when the counter is still ticking. The second is walking away right after looting the chest — the minion wave is part of the objective, and the Angel Guard has nothing new to say until it is cleared.
Skylands and Upper Skylands are not the same place
This one is easy to get wrong. The Angel Guard’s secret lives in the regular Skylands village, the level 150 to 190 stretch you can reach on foot over the bridges. The Upper Skylands is a separate area entirely, reached through the worn-down temple at the very top, and its content is aimed at levels 450 to 625 with its own quest givers and its own set of secrets. If you have fallen into a cloud-filled pit inside a temple, you have gone one step too far and should climb back down to the village.
The whole loop takes a couple of minutes once you know the cloud-punching trigger exists, and it is a rare Blox Fruits objective that does not care what fruit or fighting style you brought. Basic attacks are all it asks for.
