It only exists as a forged reward, built from a Saturn handed over to the Forgemaster hidden inside the Volcano on Lava Lagoon. Update 5 is what made the chase practical, because the new Tombstone Tides island and its Necropolis gear push luck high enough for a Saturn to actually appear.
Quick answer: Give a Saturn to the Forgemaster inside the Volcano on Lava Lagoon, wait out the six-hour forge timer (or skip it), then clean the block it returns at the Home Beach cleaning station to reveal the Black Hole.

The collection book entry for the Black Hole lists five singularity items as its requirements: Moon, Earth, Asteroid, Sun, and Saturn. Saturn is the one you physically hand to the Forgemaster, and it is by far the rarest of the five at 1 in 344,000,000,000,000.

Where to find Saturn: Tombstone Tides unlock and Necropolis gear
Saturn spawns on Tombstone Tides, the Halloween-themed island added in Update 5. Travel is handled the same way as every other island, and the island itself has to be bought outright before you can dig there. If you own the Teleport Pass, you can skip the boat trip entirely once the island is unlocked.

Inside the tombstone house on the island you will find the new shovel and detector tiers. The Necropolis Detector is the expensive half of the pair, and it is the piece that makes a 1 in 344 trillion roll realistic.

Update 5 also added a Settings menu, faster polishing, and the Genesis rarity tier, which is where the top-end items now live in the collection book. Checking that book tells you which of the five Black Hole components you are still missing.

Note: a Saturn dig looks like any other singularity find while it is buried. You will not know what you pulled up until it has been sprayed clean back at Home Beach, so bring everything home rather than judging by size.

There is no ambiguity once the block is clean. A successful forge produces an item card reading Black Hole with a rarity of 1 in 1,100,000,000,000,000, and the Genesis entry in your collection book fills in. If the card shows anything else, you cleaned a normal dig rather than the forged block.

The Eiffel Tower is the other item you are likely to trip over while farming Tombstone Tides. At MINT condition it is worth 581.4B, which is a useful museum piece but not a forge component.
Common reasons the Black Hole forge does not happen
- You are looking for the Forgemaster on the surface of Lava Lagoon instead of inside the Volcano.
- You have a dirty singularity block but have not cleaned it, so you cannot confirm it is a Saturn to hand over.
- You are digging on an older island, where Saturn does not appear. It spawns on Tombstone Tides.
- You collected the forged block but never sprayed it, which leaves the Black Hole unrevealed and out of your collection.
Practically speaking, the gear is the gate rather than the forge itself. A 40T detector on top of a 6T island unlock means most players will spend far longer banking coins and AFK earnings than they will standing in front of the Forgemaster, and the Equip Best toggle is worth the 50B simply to stop you from digging with a downgraded loadout.
