Quick answer: In Version 2.02.0, the Mariana’s Awakening update offered Him through the MarianaIsGoingCrazy code. It expired after 24 hours, and the companion is now unavailable through normal means.

The official companion listing records Him’s source as the code and marks it as no longer obtainable, so treat the one-in-a-million catch as an extreme long shot rather than a reliable route.
What Him does once equipped
Him’s value comes from a chance to hand you a mutated fish while it is equipped. The mutation is either a heavy penalty or a large multiplier, so the outcome swings widely.

Feeding companions follow the same pattern. Silly Seal joins you at the Northern Expedition once you give it a fish of Legendary rarity or higher, with an on-screen message confirming the unlock. Because those routes stay open, they remain the practical way to grow a collection while Him sits in the unobtainable column.

For now, the realistic path to Him is watching for the MarianaIsGoingCrazy code to be reissued. If it ever returns, the redemption steps above will add the companion instantly, which beats chasing a one-in-a-million cast.
