The Omni-Clipper is the underwater cutting function of the Omni-Tool in Grounded 2, added with the Into the Abyss update. It lets you harvest Pond Moss, Eelgrass Strand, and other submerged plants, and clear the roots blocking flooded tunnels. You do not craft or carry it as a separate item. Instead, you buy each tier at a Ranger Station using Raw Science and materials pulled from the Skunk Pond and Bridge areas.
Quick answer: Open the Omni-Tool menu at any Ranger Station, select Omni-Clipper, and buy Tier 1 (1,000 Science, 1 Water Boatman Fin, 2 Wax), then Tier 2 (2,000 Science, 1 Diving Bell Spider Chunk, 2 Crow Feather Pieces), then Tier 3 (3,000 Science, 1 Toe Biter Claw, 2 Sunken Bones). Where to upgrade the Omni-Clipper
All Omni-Clipper upgrades are bought from a Ranger Station terminal, not a workbench. Head to any station that shows the Omni-Tool menu, such as the one near the Pergola and Pond. Interact with the terminal, choose OMNI-TOOL, then select OMNI-CLIPPER to see its upgrade path. The purchases apply to your tool directly, so there is no loose Clipper to find in the world.
Bring the materials for all three tiers before you open the terminal. That way you can buy them in a single trip instead of returning to the station after each one.

The Tier 3 Omni-Clipper needs 2 Sunken Bones, and those bones sit on the pond floor where only a Tier 3 Omni-Shovel can dig them out. Complete the shovel upgrade before you try to finish the Clipper.
Gather Sunken Bones and a Toe Biter Claw
With the Tier 3 shovel ready, you need to dive to the pond floor for the bones and defeat a Toe Biter for the claw. Craft a Gill Tube and Fin Flops first so you can stay under longer and reach the bottom safely.
Note: The Koi Fish patrolling the pond can kill you in a single hit. Watch for it while you dig and avoid its path.
Buy the Tier 3 Omni-Clipper
You know it worked when the tool can cut Pond Moss and clear the submerged roots blocking flooded tunnels, which the lower tiers could not remove. If the upgrade will not buy, you are missing Raw Science or one of the two pond materials, usually the Sunken Bones you still need the Tier 3 shovel to dig.
Farming Raw Science for the upgrades
Across all three tiers you spend 6,000 Raw Science on the Clipper alone, plus 5,000 more if you still need the Tier 3 shovel. MIX.R defense events are repeatable and award 1,000 Raw Science per completion, so running them a few times covers the full path without hunting for one-off caches.
For deeper pond exploration, Koi Scale Armor is worth building. It provides extra oxygen, faster swim speed, and cold resistance, which makes the dives for Sunken Bones and other Abyss resources far more manageable. Keep pushing the Omni-Clipper as far as your current materials allow, since the tool is the gate for gathering the underwater plants used in the update’s new armor and weapons.
