Cooking is one of the four Life Skills in Grand Blue, and it turns raw ingredients into meals that restore HP and grant timed buffs for fishing, mining, farming, and combat. You gather ingredients out in the world, bring them to a cooking station, and each recipe unlocks on its own once you have physically held everything it needs.
Quick answer: Travel to Maple Village, enter the mansion kitchen, equip an ingredient, press E to add it to the pan, press F to start cooking, then collect the dish within 3 seconds so it does not burn.

Where to cook in Grand Blue (Maple Village mansion)
Maple Village is the only island where cooking is available right now. There are no cooking stations on Anchor Town or Clown Town. Head to Maple Village and make your way to the large mansion.

Go up the stairs and through the mansion doors, then head straight into the kitchen. Behind the Remy NPC you will find three cooking stations. As long as you have the ingredients, you can use all three at once to prepare several dishes at the same time.

Cooking materials: Oil
Cooking can also produce crafting materials rather than food. Oil is an Uncommon material made from 1x Sardine. It is a flask of oil rendered from sardines that burns easily and is used for crafting, which gives fish a second use beyond meals.

Gathering fish, crops, eggs, and meat as you travel keeps those recipes unlocked and ready whenever you return to the Maple Village kitchen.
