Cleffa first arrived in Generation II and only needs a regular Poké Ball to catch. It is optional if your goal is just Clefable, but it rounds out the Pokédex. Here is where it appears on Switch.

How to evolve Cleffa into Clefairy (high friendship)
Cleffa evolves the next time it levels up once its friendship is high enough. Several actions raise that value at the same time, so you can stack them to speed things along.
Note: In Scarlet and Violet you can buy a Soothe Bell at the Delibird Presents stores in Mesagoza, Levincia, and Cascarrafa. Battling also adds friendship, but Cleffa is fragile, so leaning on walking and items is safer.

Where to catch Clefairy
Because Cleffa does not appear in the Generation I games, catching Clefairy directly is your only option there. It also shows up in plenty of newer titles if you would rather skip the friendship grind.

In Scarlet and Violet, Clefairy is part of the Teal Mask Kitakami area and also appears in 3★ Tera Raids at around level 35. It briefly had a Mass Outbreak across Paldea and Kitakami in late 2023 that raised its spawn rate, which let players catch one without the DLC.

Clefairy evolves into Clefable the moment you apply a Moon Stone. There is no level requirement, so the only real task is tracking one down.
Tip: Item-based evolutions like this often cut off level-up moves on the evolved form. Teach Clefairy any moves you want from its learnset before applying the stone, since you cannot undo the change.

Clefable is a clear step up in raw numbers. The jump adds 160 to its base stat total, spread across every stat, which means more bulk and stronger offense. Both forms stay weak to Poison and Steel, resist Fighting, Bug, and Dark, and take zero damage from Dragon, which makes them dependable answers to Dragon-types.

Evolving Clefairy in Pokémon Go
Pokémon Go swaps the friendship and stone requirements for Candy. Cleffa evolves into Clefairy for 25 Cleffa Candy, and Clefairy evolves into Clefable for 50 Candy. Finding the line is mostly down to luck, since you may go days or weeks without a spawn, so catch as many as you can whenever they show up.
Whichever game you are playing, the route to Clefable comes down to two clean triggers. Build Cleffa’s friendship to reach Clefairy, then use a Moon Stone the moment you have the moveset you want.
