The Triggerfish is one of the many creatures you can add to your collection in How to Fish, but it only shows up in one place with one specific setup. Get the location, rod, and bait right, and it becomes a reliable catch instead of a random one.
Quick answer: Travel to Forest Island, buy the Fishing Rod and the Beginner Lure ($3) from the shop, then cast into the water until a Triggerfish bites. The Crab Fishing Rod from the Lighthouse will not catch it.

The Triggerfish spawns exclusively on Forest Island, so you first need to unlock boat travel off the starting Lighthouse island. Two items make the catch possible once you arrive.

Catching the Triggerfish on Forest Island
Tip: There is a chance of hooking the rarer Drip Triggerfish while fishing the same spot. It behaves the same way but sells for more money.

What to do after you catch it
Once a Triggerfish is on your line, bring it back onto the island and kill it with any weapon. From there you can either sell it to the shopkeeper or eat it to restore energy.
