If it will not trigger
The most common reason the fight never starts is that only one condition was set. Both the rainy weather and the 00:00 clock have to be active together at the spawn point. Confirm you are at the correct basketball court in Illusion Town and that you are interacting with the black sludge directly under the rim. Once you defeat every Rainman and the containment prompt for the Umbrella Arc appears, the commission is registered as done and the rewards are delivered.
