Tip: on a crowded base, load a slot with spare room rather than trying to squeeze the facility between existing rows. Players running well over a hundred buildings per slot usually have to shuffle whole rows to fit a Titan-sized footprint.
How to confirm the War Machine Facility is working
Once the build bar clears, stand near the facility entrance. A grey drill-nosed tank should roll out roughly every 10 seconds, and the units queue up outside the building before moving off. Within a minute you should see a group of six or more War Machines gathered and ready to move.
The second confirmation is in your army roster. Send the group toward an enemy position and the units should engage on their own, so if the tanks appear on the field and follow army commands, the facility is running as intended.

If nothing spawns, the two usual reasons are that construction has not actually finished yet, or the building was placed with part of its footprint blocked so it never settled onto the grid. Re-check the tile under the structure and the build timer before assuming anything is broken.
How War Machine units fight on the battlefield
Each War Machine is a heavy drill-nosed tank that fires red lasers and launches rockets from its pods. Against enemy infantry the lasers cut through groups quickly, while the rocket pods handle enemy tanks and other armoured targets.
