Each delivery needs one Primal Stone from the same region. The item card reads:

Weeping Creek Valley: Watchful Shadow Warden
The Watchful Shadow Warden stands at the edge of the summit platform of the Valley Sha-Chi Tower, about 12 m from the Valley Sha-Chi Tower Summit bell. When you first talk to him, he explains that the Eleven built the tower long ago and that its Primal Stone is likely still inside. He also identifies Soul as the Order’s traitor and cautions that his fellow Wardens are under orders to return with Soul’s head.
The Valley’s Primal Stone becomes available once you open the tower’s upper mechanism. The Valley Sha-Chi Tower walkthrough covers that climb. Give the Primal Stone to the friendly Shadow Warden in Weeping Creek Valley to complete the first delivery.
Pangzhen: friendly Shadow Warden
The Primal Stone for this region is a glowing pickup near the Pangzhen Sha-Chi Tower, about 39 m from the Pangzhen Sha-Chi Tower Lower Exterior bell and roughly 19 m below it. The Pangzhen Sha-Chi Tower Dock bell is the next closest, about 46 m away. Once you have it, hand it to the friendly Shadow Warden, who waits about 8 m from the Pangzhen Sha-Chi Tower Summit bell.
Crimson Forest: Spectral Blade
The Crimson Forest objective asks for a Primal Stone from this region for the friendly Shadow Warden. That stone is a glowing pickup about 36 m from the Crimson Forest Sha-Chi Tower Base bell; the Tower Gate bell is about 47 m from it. The “Meet Spectral Blade again” objective takes place about 5 m from the Crimson Forest Sha-Chi Tower 6th Floor bell.
