Phione is one of the trickiest additions in Pokémon Pokopia’s Bubbly Basin expansion. Unlike most residents, you cannot coax it in by building the right habitat and waiting. It shows up at random on a special Dream Island, so recruiting it is largely a matter of persistence and a couple of quick checks that stop you wasting time.
Quick answer: Place the Starmie Doll, interact with it so Drifloon takes you to the Basin Dream Island, then open your Pokédex and filter by “This area.” If Phione appears next to Ditto and Drifloon, dive into the underwater cave, find the walled-off brick room, break in, and talk to Phione to bring it home. If it is not listed, you must wait for a new day and try again.
What you need before Phione can appear
Phione is exclusive to the Bubbly Basin DLC, so you need the Pokémon Pokopia Expansion Pass to reach it at all. On top of that, you need to have progressed far enough to unlock the Starmie Doll and to have Bubbly Basin sitting at Environment Level 3.

Reach the Starmie Doll Dream Island
Dream Islands are one-per-day trips, and the layout is randomized each time. Crucially, whether Phione is present is part of that randomization, so you cannot force it on any single visit. The Ditto and Substitute Dolls send you to a random island, but the Starmie Doll reliably points you at the Basin Dream Island, which is where Phione lives. Stick with it to keep your odds up.
Find Phione’s hidden brick room
When Phione is present, it hides in a small, walled-off room made from concrete brick and coral. The outer shell always looks the same. Look for dark grey and tan brick blocks with a few solid dark pink blocks as accents. It stands out clearly against the rest of the island’s scenery, so once you know the pattern it is easy to spot.
The room tends to be tucked deep inside an underwater cave. A reliable place to start is the cave directly beneath the mountain in the middle of the island. Swim around the mountain’s base to find the entrance and look for a wall of stone blocks with an occasional gap. Peer through the hole. If you can see pillars inside, that’s your target.
The exact spot moves from island to island, so there’s no fixed map location. Sometimes the room is out in plain sight, and other times loose rocks block the way, which means you may need the Rock Smash ability to clear a path. Either way, once you reach the wall, smash through it to get to Phione.
Note: Before you speak to Phione, grab the Yellow Poké Ball in the room. It holds three rare Pokémetal.
Recruit Phione and settle it in a habitat
Tip: As a Mythical Pokémon, Phione gives a larger Comfort Level boost to an area’s Environment Level than ordinary residents. Spreading your Mythicals and Legendaries across multiple towns rather than clustering them makes it easier to push each area toward Level 10.
Phione’s specialty, habitat, and likes
Phione is the Sea Drifter Pokémon, a Water-type from Generation 4, registered as Dex #B-049. It does not teach Ditto an ability, but its Trade specialty lets it run trades at a cash register. If you want to raise its comfort, build a Warm habitat and decorate with things it likes.
