The Wizard is a Hardmode vendor who sells magic-related gear, from the Crystal Ball to the Ice Rod. He does not exist in your world until you push into Hardmode, and even then he starts out as a tied-up prisoner you have to rescue from deep underground.
Quick answer: Defeat the Wall of Flesh to enter Hardmode, then explore the Cavern layer until you find the stationary Bound Wizard, and press the Open/Activate key on him to free him. He moves into any vacant house you have back home.

Requirements before the Wizard can appear
Two conditions must be true for the Wizard to enter your world. Miss either one and he will never show up, no matter how much you dig.
- You have defeated the Wall of Flesh and entered Hardmode. The Bound Wizard cannot spawn before this.
- You have at least one vacant, valid house available for him to move into once he is freed.
Once Hardmode begins, the Bound Wizard rarely spawns in the Cavern layer or below. The spawn is random and uncommon, so you may not see him on your first trip underground.

You know it worked when the tied figure vanishes and the Wizard NPC settles into your housing. Many players stumble onto him by accident while mining ore, so treating the search as a side activity while you handle other Hardmode goals works just as well as a dedicated hunt.

Fastest place to find him and locator tools
The Dungeon holds many large open rooms, which give the Bound Wizard frequent room to spawn. Until you defeat Plantera, no new Hardmode enemies appear there, so it stays a relatively safe and quick area to sweep for him.
Two items make the hunt far less random:

What happens after you free him
Once rescued and housed, the Wizard behaves like any other town NPC and respawns after some time if killed, as long as a vacant house exists. Even the Bound Wizard can respawn later if it is killed before you reach it, so a failed encounter is not permanent.
He also defends himself. When enemies come near, he throws fireballs like the Flower of Fire, dealing 18 / 27 / 31 damage across Classic, Expert, and Master, and inflicting the On Fire! debuff for five seconds.

Keep him happy for the best prices
Prices drop with a Discount Card or Greedy Ring, and on most versions they also shift with the Wizard’s happiness level. Housing him with the right biome and neighbors lowers his prices and can unlock a Pylon for sale.

Tip: He occasionally swaps his normal greeting for a comment about your luck. That remark is the only in-game way to read your current luck value, so it is worth talking to him now and then.
The rescue itself is the only real gate. Clear Hardmode’s entry fight, keep a spare house open, and sweep the Cavern layer or the Dungeon with a Hunter Potion in hand, and the Wizard will be stocking his magic shelves before long.
